Data, far from being benign or impartial, can be misused for profiling, financial fraud, and surveillance, among other issues. Understanding the rationale behind India’s push for data localization is crucial, yet the discourse often neglects the tangible realities of digital infrastructure.

The Consequences of Digital Infrastructure

Data centers demand extensive land, substantial water, and energy resources, often leading to displacement and environmental degradation. This situation provokes reflection on whether the pursuit of digital sovereignty may, in fact, replicate historical structures of extraction in a new technological guise.

Historical Context and Technological Advancements

The interplay between technological progress, capitalist expansion, and colonial power has shaped global history across industrial revolutions. The Fourth Industrial Revolution, also known as Industry 4.0, has reignited discussions about the resemblance between historical colonialism and the modern digital economy. Technologies like artificial intelligence, the Internet of Things, cloud computing, and large-scale data systems have revolutionized power dynamics, raising concerns about extraction, control, and inequality.

The Role of Big Tech in the Digital Economy

Big Tech companies, especially those grouped as GAFAM (Google, Apple, Facebook/Meta, Amazon, and Microsoft), play a pivotal role in the digital landscape. Their platforms influence communication, commerce, information flow, and user behavior. However, the infrastructure supporting AI and digital expansion relies on extensive supply chains, high computational power, and non-renewable natural resources. Data centers consume electricity and freshwater, while AI hardware production necessitates energy-intensive manufacturing and critical minerals. These burdens are often disproportionately borne by the Global South, perpetuating older extraction patterns under a guise of innovation and efficiency.

Understanding Data Colonialism

The concept of data colonialism, as articulated by Nick Couldry and Ulises A. Mejias, provides a valuable framework for understanding this transition and its political economy. They describe data colonialism as a new social arrangement where human experience is appropriated, transformed into data, and commodified. This mirrors historical colonialism, where land, labor, and natural resources were appropriated, but now with a focus on data and computing.

Decolonization and the Rise of Big Tech

Despite the decolonization movements of the mid-20th century, colonialism has merely transformed rather than vanished. However, sovereignty extends beyond mere data storage to encompass the legal, social, and environmental implications of the digital economy’s infrastructure. The Digital Personal Data Protection Act, 2023, and the proposed Digital India Act, 2023, are steps in the right direction but require further development, especially in areas like cybersecurity, AI governance, algorithmic transparency, and platform accountability.
