The High Court of Jammu & Kashmir and Ladakh has made a strategic move to enhance its communication and coordination with the Supreme Court and the Central government by approving the establishment of a resident office in New Delhi. This decision, announced on Friday, aims to streamline interactions at the national level.
The newly sanctioned office will operate under the supervision of an officer designated as the Registrar (Headquarters) in New Delhi. This officer will report directly to the Chief Justice through the Registrar General, ensuring that the office maintains a direct line of communication with the High Court.
Amit Kumar Gupta, currently serving as the Chairman of the J&K Sales Tax Appellate Tribunal, has been appointed to oversee the office as the Registrar (Headquarters), New Delhi, until further notice. His main responsibilities will include executing the objectives outlined by the High Court for this newly established office.
Objectives of the New Delhi Office
The High Court has delineated several key purposes for setting up the New Delhi office:
- To establish and maintain a secure and efficient channel for the transmission and handling of confidential communications and sensitive matters that necessitate direct interaction between the High Court and the Supreme Court.
- To maintain consistent liaison with the Supreme Court Registry, Department of Justice, constitutional authorities, judicial institutions, ministries, departments, and other relevant agencies located in New Delhi.
- To facilitate the handling of administrative and institutional matters that require coordination at the national level.
- To coordinate with standing counsel and other legal representatives engaged on behalf of the High Court in the Supreme Court.
- To monitor the progress of cases involving the High Court and ensure the timely transmission of records, instructions, comments, and responses.
- To facilitate compliance with directives issued by the Supreme Court as they arise.
- To manage administrative and institutional matters necessitating national-level coordination.
- To perform additional functions as may be assigned by the Chief Justice periodically.
This initiative marks a significant step towards improving judicial efficiency and ensuring that the High Court’s interactions with national institutions are conducted smoothly and effectively. The establishment of the Delhi office is expected to streamline processes and enhance the High Court’s ability to manage its national obligations efficiently.
