Deadline for Law University Approvals Passes
The Bar Council of India (BCI) has issued a stern warning to Centers of Legal Education (CLEs) regarding their approval status. As of the July 31 deadline, any institution failing to submit a completed application for approval renewal will not be permitted to enroll students or operate any law courses for the 2026-27 academic year.
Current Approval Status of National Law Universities
In a previous report by Bar & Bench on July 18, it was revealed that several prominent National Law Universities (NLUs) lacked current BCI approval for some of their programs. These were the National Law Institute University (NLIU) Bhopal, National Law School of India University (NLSIU) Bengaluru, and National Law University Odisha (NLUO) Cuttack. Notably, the National University of Advanced Legal Studies (NUALS) Kochi has since secured its approval. However, NLIU, NLSIU, and NLUO remain without renewed approval even after the deadline has expired.
Additional NLUs Without Updated Approval
Further investigation has uncovered that three more NLUs—Hidayatullah National Law University (HNLU) Raipur, Tamil Nadu National Law University (TNNLU) Tiruchirappalli, and Gujarat National Law University (GNLU) Gandhinagar—only have BCI approval valid through the 2025-26 session. It remains unclear whether these institutions submitted their renewal applications before the deadline.
BCI’s Approval Process
The BCI emphasizes that a gap on its list of approved CLEs does not automatically imply a missed application deadline. The approval process involves careful scrutiny and, if necessary, inspection by the competent authority. This process was reiterated in a circular issued by BCI Additional Secretary Nalin Raj Chaturvedi and Principal Secretary Srimanto Sen.
The circular notes that the original deadline for renewal applications, December 31, 2025, was extended multiple times, with the final deadline set for July 31, 2026. It also cites Rule 16(2) of the Rules of Legal Education, 2008, which mandates that a CLE must obtain an affiliation or continuation-of-affiliation order from its university before applying to the BCI. The application must include this order for the relevant academic session.
Clarification on Application Submission
The BCI circular clarifies that an application is considered submitted only when it is complete in every aspect, including all required documents, payment of prescribed fees, and final submission on the portal within the given timeframe. Merely initiating an application, drafting it, uploading some documents, or making partial payments does not constitute submission.
The circular further explains that submitting an application or paying fees does not automatically grant approval or the right to admit students. Each CLE must ensure that admissions are restricted to courses, sections, and intakes with valid BCI approval for the 2026-27 session.
