ICSID Expands Global Reach with Singapore Office
The International Centre for Settlement of Investment Disputes (ICSID) has inaugurated its first staffed office beyond its headquarters in Washington, DC, marking a significant milestone in its 60-year history. The new office, located in Singapore, will act as ICSID’s regional hub for Asia and the Pacific, enhancing its global footprint.
Official Launch During Singapore Convention Week
The new Singapore office was officially launched on August 26, during Singapore Convention Week. The ceremony was graced by Edwin Tong SC, Singapore’s Minister for Law and Second Minister for Home Affairs, alongside Martina Polasek, the ICSID Secretary-General. This development follows the signing of a Letter of Intent on August 25, 2025, between Singapore’s Ministry of Law and ICSID, formalizing the establishment of the office.
Strategic Location and Leadership
Situated at 10 Marina Boulevard, the Singapore office will share premises with other World Bank Group entities. It will be spearheaded by ICSID Chief Counsel Frauke Nitschke and Senior Legal Counsel Jon Chevry, supported by Legal Counsels Yuichiro Omori and Carlos Molina Esteban. Additionally, ICSID will maintain a presence at Maxwell Chambers Suites.
Goals and Services of the Singapore Office
The primary objectives of the Singapore office are to provide regional support to parties and legal counsel, enhance outreach to States, investors, and legal professionals, and promote ICSID’s services in investment dispute management and resolution. The office will also facilitate hearings and support capacity-building programs across the Asia-Pacific region. Martina Polasek emphasized the importance of diversifying the pool of arbitrators, conciliators, and mediators from the Asia-Pacific region, stating, “We want our panels to reflect the cultural, legal, and professional richness of this region.”
Enhancing ICSID’s Role in Investment Disputes
Minister Edwin Tong highlighted the office’s potential to strengthen ICSID’s capabilities in addressing the investment dispute needs of governments and investors amid global uncertainties. He remarked, “Credible and neutral multilateral institutions for resolving investment disputes, like ICSID, are more important than ever.”
Future Developments and Expansion Plans
Looking ahead, ICSID is poised to play a pivotal role as the registry of a potential appellate body for ICSID awards, contingent on approval by its Member States. Martina Polasek indicated that ICSID’s extensive experience in administering over 240 annulment proceedings positions it well to support such developments.
The establishment of the Singapore office is part of ICSID’s broader strategy to expand its global presence. An office in Paris is slated to open in 2026, with further plans to extend operations to Africa and Latin America. As of August 2026, ICSID, a vital component of the World Bank Group, counts 159 Member States, offering a neutral forum for resolving investment disputes between States and foreign investors.
