Supreme Court Calls for Accountability in NEET Paper Leak

The Supreme Court of India has expressed serious concerns over the recurring issues affecting the National Eligibility cum Entrance Test (NEET), emphasizing the need for accountability to prevent future occurrences. In a session held on Friday, Justices PS Narasimha and Alok Aradhe presided over the matter, urging the Ministry of Human Resource Development to devise a comprehensive plan to reform the National Testing Agency (NTA).

Highlighting the sensitivity of the situation, the Bench pointed out that the accountability for examination mishaps often remains unclear, leading to ineffective resolutions. “The real problem won’t stop until actual accountability arises,” the Bench remarked, stressing the necessity of identifying individuals responsible for specific tasks within the examination process.

Prime Minister Modi’s Involvement in NEET Issue

The government’s Solicitor General, Tushar Mehta, informed the Court that Prime Minister Narendra Modi is personally overseeing the situation, reflecting the government’s commitment to addressing the concerns of the nation’s youth.

“The Hon’ble Prime Minister is personally supervising this,” Mehta stated, emphasizing the government’s dedication to resolving the situation and preventing further distress for students and their families.

Supreme Court Seeks NTA Reforms

In response to the paper leak and subsequent cancellation of NEET UG 2026, the Court has directed the Ministry of Human Resource Development to file an affidavit detailing how the annual examinations should be conducted and improved. The focus is on enhancing the expertise within the NTA to ensure no repeat incidents occur.

The Court also highlighted the issue of ad-hocism within Indian institutions, noting that institutional capability is crucial for effective outcomes. “The knowledge doesn’t percolate. It is not the individual who has the capability. It is the institution,” the Bench commented.

Petitions and Proposals for NEET Overhaul

The Supreme Court is hearing multiple petitions following the recent NEET UG paper leak, including one by the Federation of All India Medical Association (FAIMA), which calls for NTA’s restructuring or replacement and a re-conduct of the examination under a judicially appointed committee.

Petitions also suggest transitioning NEET to a Computer-Based Test (CBT) format and implementing “digital locking” of question papers to prevent future leaks. Another plea, filed by the United Doctors Front, challenges the legal framework of the NTA and seeks its dissolution.

Additionally, a petition by RJD MP Sudhakar Singh and others advocates for an immediate transition to a CBT format for the upcoming re-examination.

Previous NEET Paper Leak Incidents

The NEET examination has faced similar challenges in the past, notably in 2024, when allegations of a paper leak were limited to specific regions. Despite petitions, the Supreme Court upheld the NTA’s decision not to re-examine that year, instead directing improvements to the exam framework.

In the current case, the Court has directed the NTA to submit an affidavit regarding compliance with the recommendations made by a previously established high-powered committee. The Court continues to emphasize the need for reforms and learning from other institutions to enhance examination security.

As the situation unfolds, measures are being considered for the upcoming examinations, with Solicitor General Mehta indicating that new mechanisms are in place, though specifics remain confidential to maintain their effectiveness.
