The Kerala High Court was informed today by the State that a District Child Protection Officer (DCPO) has been terminated for failing to act on a critical report of potential abuse concerning 18-month-old Arshid. This report, made by the toddler’s maternal grandmother, was allegedly ignored weeks before Arshid’s tragic death.

The grandmother purportedly raised concerns around May 3, detailing her suspicions of abuse. An audio recording later emerged, revealing how a child welfare officer dismissed her claims. Regrettably, Arshid passed away on May 29, and a subsequent examination uncovered severe internal and external injuries.

Arrests and Investigations

Following the child’s death, Arshid’s mother and her live-in partner were arrested. The suspicions are that they either inflicted or neglected the abuse. The High Court, taking suo motu cognisance on June 17, previously questioned the lack of a serious response to the grandmother’s report of potential abuse.

Today, a Bench comprising Chief Justice Soumen Sen and Justice Syam Kumar VM was informed by the State Women and Child Development Department about the DCPO’s dismissal. The Court noted this development while acknowledging that the investigation appears to be advancing significantly.

Details of the Case

On May 29, Arshid was rushed to a local hospital after reportedly choking on food. The toddler did not survive. Medical examinations showed multiple internal injuries, and visible marks, such as cigarette burns. A Ashkar, the mother’s live-in partner, was promptly arrested under suspicions of physical abuse. Arshid’s mother, Akhila, aged 24, faces charges for allegedly failing to protect her son.

The case drew significant public attention, especially after a video circulating on social media showed Akhila holding Arshid, who was seen with both arms in plaster casts. In this video, Akhila claimed the injuries were due to a cycling accident. Post Arshid’s death, serious concerns were raised over the apparent neglect and ongoing abuse he suffered.

Judicial Proceedings

After the High Court’s suo motu action, it requested detailed reports from the investigative authorities. Today, the Court reviewed the reports submitted in sealed envelopes and ordered an additional report to be filed within four weeks. The case will be revisited once the new report is submitted.
