Introduction of Advocates’ Protection Bill in Kerala
Kerala Chief Minister VD Satheesan announced on Thursday that the Advocates’ Protection Bill is finalized and will soon be presented in the State assembly. The legislation is designed to provide comprehensive protection for advocates practicing within the state. The CM made this announcement during a felicitation event organized by the Kerala High Court Advocates’ Association (KHCAA), a professional body of which he is a member.

Titled ‘Prathibha 2026’, the event honored members who were recently elected as ministers and Members of the Legislative Assembly (MLAs), as well as advocates appointed to the Bar Council of Kerala. The occasion was graced by dignitaries including Chief Justice Soumen Sen, Advocate General Jaju Babu, Minister VE Abdul Gafoor, and MLAs Mathew Kuzhalnadan, Chandy Oommen, and Fyzal Babu VK.
Key Points from the Chief Minister’s Address
During his address, CM Satheesan emphasized the state government’s commitment to addressing the pending demands of the Kerala High Court. He stated that the chief secretary has been instructed to prioritize these demands, with hopes of resolving them within his term. Additionally, he acknowledged separate demands submitted by the Association and expressed optimism about addressing those as well.
Satheesan also proposed the introduction of new academic programs in maritime law, logistics, legal history, admiralty, and arbitration. He assured the attendees that the Advocates’ Protection Bill, which KHCAA president Peeyus A Kottam had appealed for, is ready and will soon be introduced, promising sufficient protection for lawyers.

Addressing the complexities of legislative processes, the CM highlighted his extensive involvement in law-making over his 25-year tenure in the Kerala Legislative Assembly. He stressed the significance of precise legislative drafting, noting that minor errors, such as an omitted comma, could lead to varied legal interpretations, potentially undermining the law’s intended purpose.

In his speech, Satheesan reflected on the judicial process, stating that while “justice delayed is justice denied” is a well-accepted maxim, “justice hurried can also become justice buried.” This underscores the need for a balanced approach in legal proceedings.

Chief Justice Soumen Sen, in his address, praised the Bar’s historical role as a “nursery of leadership,” citing its contributions to India’s freedom movement and the drafting of the Constitution. Advocate General Jaju Babu marked 2026 as a significant year—the Platinum Jubilee of the State of Kerala, the Kerala High Court, and KHCAA—and deemed it fitting to honor the Chief Minister alongside newly elected Bar Council members.
KHCAA President Peeyus A Kottam highlighted the Association’s legacy of producing eminent judges, noting that this occasion marked the first time a KHCAA member has become the Chief Minister of the state.
