In a surprising shift, Himachal Pradesh National Law University (HPNLU) Shimla has significantly increased its fees for students who need to retake examinations. Within a span of just four months, the fee for reappearing in an examination has escalated by 400%, causing concern among the student body.

Substantial Fee Hike

According to official university documents, the re-examination fee per paper was set at ₹1,000 in November 2025. However, by March 2026, this fee had surged to ₹5,000 for undergraduate students and ₹7,000 for postgraduate students. This sharp increase came without any public announcement explaining the rationale behind the decision, leaving many students and their families in a difficult financial position.

Impact on Students

The sudden hike in fees has sparked concern among students, particularly those from economically disadvantaged backgrounds. A student shared with Bar and Bench, “Given that the university imposes this fee separately for the mid-semester and end-semester components of a reappear, students might have to pay as much as ₹10,000 to clear a single subject. This exorbitant pricing is a heavy financial burden on students, especially those from less privileged backgrounds.”

Lack of Transparency

Bar & Bench reached out to HPNLU for clarification on several points, including the date of the fee revision, the authority responsible for approving the increase, and whether there are any provisions for fee waivers or concessions for students from economically weaker sections. Unfortunately, no response was received from the university at the time of publication.

Student Community Reactions

The student community is visibly upset by the unexpected rise in fees. The absence of any form of communication or explanation from the university administration has only exacerbated their frustration. Many students are now concerned about how these fees will affect their ability to continue their education, and whether any relief measures will be introduced to support those in financial need.
