West Bengal Government Clarifies Yoga Day Participation
In a recent legal development, the West Bengal government clarified to the Calcutta High Court that attendance by state employees at the International Yoga Day event on June 21 in Kolkata is entirely voluntary. This declaration came after the State Coordination Committee of the West Bengal Government Employees challenged the Chief Secretary’s directive, which initially appeared to mandate participation.
Prime Minister Narendra Modi is set to lead the national celebration in Kolkata, raising the profile of the event. However, concerns arose among state employees regarding potential compulsory attendance, prompting legal intervention. The petitioners contended that mandating participation contravened statutory service rules applicable to government employees and exceeded the Chief Secretary’s authority.
High Court’s Consideration
Presiding over the case, Justice Amrita Sinha took note of the West Bengal government’s assurance. The court recorded the government’s position that the Chief Secretary’s communication was intended as a general encouragement rather than a compulsory order. The notification invited public servants to join the official celebration of International Yoga Day, but it did not entail any disciplinary action for non-attendance due to personal reasons.
Justice Sinha emphasized in her ruling that the directive lacked any mandate and did not envision punitive measures against employees who could not participate. This clarification aligns with the court’s understanding that the order was an appeal, not an obligation.

Additional Advocate General Billwadal Bhattacharya represented the West Bengal government, articulating its stance in court. Senior Advocate Bikash Ranjan Bhattacharya appeared on behalf of the petitioners, advocating for the employees’ rights under existing service regulations.
